I want to have a Rain-based team that will meet as little kid friends and start their own 'secret club' that eventually turns into a bona fide rescue team. Nellie isn't exactly the leader type herself, although she'll probably be the strategist with all her knowledge on teambuilding, so somebody else will have to make a character to start the team. The age ranges of the team should be young to tween. It'd also be great if they all attended Ruth's school-- more plotting opportunities!
