Personality: If you've ever heard the song 'She's a Rebel' by Green Day, then you already know the basic lay out of Julia's personality. Julia hates being told what to do, and will do the opposite just to be spiteful. The more you try to make her do something, the more stubborn she gets.
Julia has an issue with being one out of many. She NEEDS to stand out, to be an individual. That's why she has the end of her spikes dyed with bluk berry juice, but it still doesn't feel like enough. But she also doesn't want to come off as attention grabbing, so she tries not to be stereotyped as being loud.
It may or may not come as a surprise to realize that she's a rather inspiring leader. She's not very good with words, but her speeches come from the heart. She's charismatic without even trying, and honestly more pokemon would probably like her if she just dropped the tough girl act. But if she did that, Julia wouldn't know for sure if it was HER they'd like her or natural charm as a Togepi. And that's what scares her most.
